What are TOMs?

The Social Value TOM (Themes, Outcomes, Measures) System is the most widely adopted and trusted framework for recording and reporting Social Value. The system is structured around four key Themes; Work, Economy, Community, and Planet. The Social Value TOM system is target-aligned, evidence-based and impact-focused as well as being the only measurement framework underpinned by government data, endorsed by the Local Government Association and co-created with stakeholders in the Public and Private Sectors.

Here are the definitions of the 34 TOMS that all universities have selected:

Work: Providing opportunities

  • NT1: Local people employed or retained
  • NT3: Long-term unemployed people recruited
  • NT3d: Survivors of modern slavery recruited
  • NT4: Employees recruited who are Not in Education Employment or Training (16-24 y.o.)
  • NT4a: Unemployed 16-25 year old care leavers recruited
  • NT5: Unemployed ex-offenders aged 18 and over recruited
  • NT6: Unemployed individuals with disabilities recruited
  • NT8: Support for students at local educational institutions
  • Nt9: Accredited training for new employees
  • NT10: Employment of new apprentices
  • NT11: Personalised support to help unemployed people into work
  • NT12: Meaningful unpaid work placements while Not in Employment Education or Training
  • NT13: Meaningful paid work placements
  • NT76: Unemployed people recruited
  • NT98: Expert curriculum support for universities and colleges

Economy: Driving inclusive growth

  • NT15: Expert support to VCSEs and SMEs
  • NT18: Spend with local companies in the supply chain
  • NT19: Spend with local SMEs in the supply chain
  • NT43: Support to mitigate modern slavery risks in supply chain
  • NT51: Initiatives to promote and support responsible business
  • NT105: Expert Equality, Diversity & Inclusion training
  • NT106: Contributions to programmes which promote gender equity

Community: Empowering communities

  • NT26: Support for community health or wellbeing interventions
  • NT28: Support for local community projects through donations
  • NT29: Support for local community projects through volunteering
  • NT110: Support for involvement in cultural events

Planet: Environmental stewardship

  • NT32: Reductions in car miles from a green transport programme
  • NT72:    Hard-to-recycle waste diverted from landfill/incineration
  • NT82: Reductions in CO2e through energy efficiency measures on site
  • NT86: Support for environmental conservation & ecosystem management
  • NT87: Reductions in plastics used
  • NT88:    Reduce waste through reuse of products and materials
